Which Black and Decker Power Drill out of the two is more powerful and will get the job done for concrete work?

Concrete?? First off, will always require a hammer-drill... but if you don't use concrete and/or masonry bits specifically designed to auger-out the debris from the hole then you will not get anywhere anyway...
